Resumen:	En primera parte se analiza el campo a nivel regional, para así poder entender el desarrollo que se ha venido evidenciando en la zona costera norte de Colombia, partiendo que en esta zona se desarrolla la comunicación internacional para la importación y exportación de productos comerciales de todo el país. A partir de la investigación se implementa el Plan Maestro integrador productivo y ambiental del norte, para fortalecer la comunicación y la productividad de la Región del Caribe. Cartagena como epicentro del Plan Maestro integrador productivo y ambiental del norte, desarrolla dos Planes Parciales: Clúster Empresarial y Protección Ambiental de Chambacú, ambos con enfoques distintos, pero con un objetivo particular, Mitigar las problemáticas sociales y ambientales para generar nuevas oportunidades a las personas de la Región. El Plan Parcial clúster empresarial, se ubica en la zona industrial de Cartagena y al lado de la vía de mayor importancia de la Ciudad ya que es la conectora regional de la zona, allí se implementa una renovación urbana, para mejorar la conexión con el Plan Maestro integrador productivo y ambiental del norte, en donde vinculara la parte logística y administrativa de la gran cadena productiva que se desarrollara allí.
Abstract:	In the first part, the field is analyzed at the regional level, in order to understand the development that has been evident in the northern coastal area of Colombia, based on the fact that international communication for the import and export of commercial products is developed in this area. the country. From the research, the productive and environmental integrative Master Plan of the North is implemented to strengthen the communication and productivity of the Caribbean Region. Cartagena as epicenter of the productive and environmental integrating Master Plan of the north, develops two Partial Plans: Business Cluster and Environmental Protection of Chambacú, both with different approaches, but with a particular objective, Mitigate social and environmental issues to generate new opportunities for people region of. The clúster empresarial Partial Plan, is located in the industrial zone of Cartagena and next to the most important road of the City since it is the regional connector of the area, there an urban renewal is implemented, to improve the connection with the Plan Master productive and environmental integrator of the north, where he linked the logistics and administrative part of the large productive chain that will be developed there.
