Resumen:	Mediante el análisis económico, social y cultural del Departamento de Bolívar, y más específicamente de su capital Cartagena, se determinó que, aunque tiene bastantes ventajas a nivel económico respecto a otras ciudades y departamentos colombianos, sus habitantes no poseen una buena calidad de vida, teniendo en cuenta que la Ciudad Amurallada está pensada para el turista, el visitante, el negociante, “el rico” y se deja a un lado las necesidades básicas de la población natal del lugar. Por tal motivo, se realizó la intervención del barrio Chambacú, zona caracterizada por estar degradada y por su conexión entre el centro histórico y los barrios estrato uno y dos que pertenecen a la periferia de la ciudad, de manera que se crea el Circuito de Protección ambiental con énfasis en la protección de la ciénaga como recurso natural no renovable de la zona y con el propósito de mejorar la calidad de vida de los habitantes del sector por medio de proyectos de carácter social que promuevan la generación de nuevos empleos, el desarrollo cultural de la región y mejoren la calidad de vida de los habitantes del lugar.
Abstract:	Through the economic, social and cultural analysis of the Department of Bolivar, and more specifically of its capital Cartagena, it was determined that, although it has many economic advantages over other Colombian cities and departments, its inhabitants do not have a good quality of life, Taking into account that the Walled City is designed for the tourist, the visitor, the merchant, "the rich" and leave aside the basic needs of the native population of the place. For this reason, the Chambacú neighborhood was intervened, an area characterized by its degradation and its connection between the historic center and the stratum one and two neighborhoods that belong to the periphery of the city, so that the Circuit of Protection With an emphasis on the protection of the swamp as a natural non-renewable resource in the area and with the purpose of improving the quality of life of the inhabitants of the sector through social projects that promote the generation of new jobs, cultural development Of the region and improve the quality of life of the local inhabitants. In this way and in response to the above analysis the architectural approach of a Laboratory of Entrepreneurship and Cultural Training for Cartagena and the Caribbean Region was made that promotes.
