Resumen:	Un problema fundamental del siglo XXI es la contaminación y extinción de los recursos naturales, la crisis que estamos enfrentando es a nivel global, pero podemos contribuir a su recuperación haciendo proyectos que eleven el valor de estos recursos y reafirmen un futuro en donde el ser humano se preocupe más por ellos. Por esta y muchas otras razones es que se propone un plan parcial en el cual se evidencie el cambio ambiental y funcional en Santa Marta – Colombia. Siendo una de las primeras ciudades fundadas en Sudamérica, y con una riqueza natural invaluable que cada vez se pierde más debido a las malas prácticas de los turistas que llegan a visitar la ciudad o los mismos residentes de ella. En proyecto del que se va hablar surge a partir de un plan parcial pensado para el barrio Pescaíto, que es uno de los barrios más populares y conocidos en esta ciudad, este plan parcial cuenta con más de 10 hectáreas la mayoría de ellas proyectadas para el desarrollo ambiental, cultural y deportivo de esta zona; también uno de los proyectos va a estar dedicado a la protección y manejo de la tierra. En Santa Marta se evidencia una crisis de agua cada vez mayor, la cual es posible frenar con ciertos proyectos que ayuden a mitigar esta crisis pero también contribuyan con el cuidado del agua. Por ello se crea el centro de interpretación del agua en este plan parcial el cual aparte de fomentar y ayudar a crear una conciencia con el cuidado y manejo del agua, va a ser una planta de desalinización la cual ayudará a suplir la falta de agua que se presencia en esta ciudad; esta planta funcionara a través de energías renovables tales como energía solar, energía mareomotriz y energía eólica.
Abstract:	A fundamental problem of the 21st century is the contamination and extinction of natural resources, the crisis we are facing is global, but we can contribute to its recovery by making projects that raise the value of these resources and reaffirm a future where human beings worry more about them. For this and many other reasons it is proposed a partial plan in which the environmental and functional change in Santa Marta - Colombia is evidenced. Being one of the first cities founded in South America, and with an invaluable natural wealth that is increasingly lost due to the bad practices of tourists who come to visit the city or the residents of it. The project that is going to talk arises from a partial plan designed for the district Pescaíto, which is one of the most popular and known neighborhoods in this city, this partial plan has more than 10 hectares, most of them projected for the environmental, cultural and sports development of this area; also one of the projects will be dedicated to the protection and management of the land. In Santa Marta there is evidence of a growing water crisis, which is possible to stop with certain projects that help mitigate this crisis but also contribute to the care of water. For this reason, the water interpretation center is created in this partial plan which apart from promoting and helping to create an awareness with the care and management of the water, it will be a desalination plant which will help to replace the lack of water that he is present in this city; This plant will work through renewable energies such as solar energy, tidal energy and wind energy.
